In 2010, the city of Surprise adopted nuisance ordinances designed to force landlords to be more accountable for properties with frequent police visits — even if that meant kicking out problem tenants. But this week the Surprise City Council repealed those ordinances to settle a lawsuit from a domestic-violence victim who almost was evicted because she called for police assistance too many times.
